Utah highway patrol (UHP) is the statewide law enforcement agency that is responsible to oversee and investigate traffic regulations. UHP was formed in 1923 as a division of Utah department of public safety. Lead by the agency chief, Colonel Michael Rapich, more than 1500 troopers are stationed across the state ensuring the public safety. UHP has specialized units made up of:

Members of UHP take part in a number of programs and services in order to enhance public safety awareness and improve the quality of life. Following are the programs offered by Utah highway patrol:

• C.A.R.E (an effort to reduce traffic crashes)
• Technology (enable troopers to access all state and federal criminal justice information)

In order to draw public attention towards safely-driving, UHP has started several safe driving campaigns. These driving campaigns create public awareness for safe driving and one of these was named by “1-877-JAIL-FON”. This phone number was created by UHP that allowed people to practice “one last call from jail if caught for impaired driving”. The purpose of this concept was to gain people’s attention towards the consequences of drink and drive.
